ignition cylinder...again 200 1984

I have been researching this problem and I noticed there are alot of reply. However, I am still a little confused.

The ignition cylinder will not turn for the majority of the time and about every 200 turns it will work, so I have left the key in the ignition. I am looking at how to get the lock cylinder out. I have not been able to push in the pins located at 90 deg angles. is there a trick? or will I have to drill.

This is my second volvo and most likely the coolest car I have ever had even though it needs the most work... much better than the new Beemer and the jeep I once fought.
