TURBO 700 1989

I am not really sure if this will make any sense or not but i'll try. When i first got this car, if you gave it a heavy throttle the boost gauge would jump about 3/4 of the way over and if you let off (coasting) the gauge would drop all the way to the "no boost" side. I have noticed now that the car will now only boost slightly over half way when speeding up, and coasting will only be slightly under half. In other words, its getting a fair amount of boost while coasting and idleing. I recently replaced the intake manifold gasket and i can not see any other leaks at a glance. The car seems like it has had a slight performance loss. I am also able to hear wind rushing as if a wastegate problem, but it does not make sense to me why it would under boost on pickup and over boost on decel. Any ideas would be appreciated. I'm stumped.
