fuel pump question 200 1986

This weekend, I replaced my FPR. Before doing so, I removed both fuel pump fuses (I think #4 and #6 from top of panel), in an attempt to releave the fuel pressure. Upon removing the fuses, I started up the brick, and waited for it to sputter and die....and waited....and waited. IT NEVER DIED after a few minutes. So, I just went ahead and replaced the FPR anyway (just a little fuel poured out).

My question is - how can a car run with both fuel pump fuses removed???? Is my brick possessed?????
