Bad water pumpkin? 700 1984

Volvo told my wife that the 760 V6 overheats when not moving because the water pump is bad. Wouldn't it overheat while moving? The fan spins just fine.

I have changed the thermostat and the electric fan switch (and tested the fan by touching the leads together) but the electric fan NEVER comes on - so could it be that if the coolant isn't flowing then the fan switch never gets activated?
