If the water pump is "bad", I interpret that as it is not moving fluid. If it is not moving fluid it does not matter how fast you get that thing moving it will not circulate and it will over heat. Now if the fan is not coming on or the fan clutch is not engaging as it should the vehicle will tend to over heat when there is not enough air flow over the radiator. It sounds like you might have a couple of problems there, both a faulty fan clutch and a auxillary fan circuit that is off line. Touching the fan switch leads together should do the trick if the relay is working and has power and ground to it.
