HOW do I tighten the power steering belt? 700 1986

I am trying to tighten the belt for my power steering. I've been searching everywhere and can't find the level of help I need. My apologies if I'm reposting an old topic, but I searched the forum and the FAQs and couldn't find it.

I can find the tensioning arm for the power steering belt. What I don't really know is HOW to adjust it. I know I should get a deflection between 1/3" and 5/8", depending on who I ask. I don't know if the two lower bolts should be tight or loose while I make adjustments, and I don't know if the tensioner bolt should be turned clockwise or counterclockwise to get tighter. Similarly, I don't know if turning the tensioner should have a visible effect or not. If I can't SEE it moving the accessory, does that mean I'm doing it wrong? Or does it just work very slowly?

Pictures or diagrams would of course be fantastic, but all my searches have been fruitless. Some clarity on what to do with each of the three bolts would make my life much easier. This is a 1986 740 GLE, non-turbo.
