Rebuiding a B18 120-130

My Amazon came with a spare B18 block and almost all the parts to build a complete second motor and drive train. Supposedly my installed B18 is once rebuilt and is due for another (presently losses/burns oil ~1 qt/200 miles). I've striped down the spare block and pulled the pistons, crankshaft, tappets, distributor spindle, oil pump, etc. The front piston was a bit "seized up" but once I freed it, the cylinder wall looks undamaged and free from scoring or other damage. The remaining three cylinders looked even better. Looking at the pistons themselves, they have a lot of carbon buildup on the tops and the rings on the front piston looks poor. They all looks to have a little bit of blackening on the sides (?) All the crackshaft and piston bearings look and feel perfect. The cam shows a little bit of wear on the knobs, but looks fine otherwise. The block itself is rock-solid and free of rust

I know that I can determine if I need to have the cylinders machined vs. installing new piston rings, with a compression and oil squirt test, but with the motor uninstalled and now completely taken apart, I've little clue how to determine what I need to do to renew this motor. Any ideas?
