Ignition timing 700 1986

It's still a bit confusing .... Is timing on B230T engine adjustable or not ?
Marks on Crank and cam shaft are all lined up as required, turning distributor makes no diference. So all this talk about few degrees one way or the other discovered during timing checking is empty talk...
The crank shaft pulley which has rubber in the middle can at times split and turn independently. This again means nothing as long as the inner piece is OK. On my car, with spark plug on cyl 1 removed, I can feel the piston reach TDC, at the same time the mark on cam shaft is pointing exactly where it's supposed to. Yet, I know my timing is advanced by the way the engine behaves.
How do I correct this ?
