fuel pump & filter 900 1993

I smell of fuel and immediately inspected the engine compartment. I noticed fuel was spraying from the hose/pipe about 6ft in length connecting from fuel filter/pump to the fuel injector. I did the most logical thing drove to the nearest workshop to have the hose/pipe replaced. On inspection, I was advised to replace fuel filter as well it looked rather old. On collection, I noticed the fuel pump produces a kind of noise (hissing)but was told that the fuel pump probably need to be replaced as well. I'm puzzled because the fuel pump was replaced 3 years ago and and in-tank pump 1 and half years ago. However, I tend to agree the hissing sound is similar to what I experienced previously when the in-tank failed. Do I believe the mechanics? Why after replacing the fuel filter and hose/pipe, this hissing sound (quite loud after starting the engine and not that loud after driving for a while? Any installation problem like the direction of the fuel filter so I heard? How long does the fuel pump and in-tank normally last? What do I do next?
