Regular engine hesitation or miss at moderate and highway speeds. 200

Hi, I'm new to the board. Got a problem with my '89 240, Auto, with 224,000 kms.
Intermittant problem. When driving at moderate or highway speeds the engine starts into a very regular miss with a distinct lack of power. If speed is maintained the engine will not miss but very light throttle must be used. If starting from a stop,accelleration must be very gradual to a top speed of 60 kms, otherwise it will miss. Attempted fixes: New ign harness,(needed it anyway), fuel pump relay replaced, new cap and rotor, new plugs, cleaned the idle air control valve, and the fuel filter was replaced about 8000 kms ago.
The "Check Engine" light is illuminated and I can reset it by re and re-ing the 25 amp fuse in the engine compartment. After that it will run fine for a few minutes until the hesitation returns and the light comes on again. The onboard diagnostic system reads "223"- air control valve fault signal. These symptoms are so pronounced and repetetive that I'm sure someone has had them before.
