B230ET starting problem when near cold 700 1989

The symptoms are

It runs fine - good performance.

It starts Cold
It starts Hot
It restarts when run 0.5 mile.

But if I run it 250 yards it won't restart.
It fires, runs lumpily for a few seconds and stalls.
Then it won't fire.
Plugs out - flooded - dry them. Let engine go cold and starts fine.

In the no restart condition, if I remove the fuel injector fuse, crank a while, then touch the fuse back in, the engine fires for a second or two but won't run. If I do this a lot, eventually it will run, but I suspect this is because the engine has become warmer.

It is 1989 760 Turbo Auto, Motronic with constant idle system.

Efforts so far include:-

New Fuel/Motronic relay.
I have a spare second hand Bosch ECU and swapping them makes no difference.
