HELP!!! Tailgate latch/lock woes 93 940 wagon

I have posted earlier and still am having a problem trying to figure out what is causing the rear tailgate to not open from the outside.

I have noticed that the handle under the licence plate light lifts, but with no resistance. It should have some, I would think. The keylock doesn't seem to be "unlocking" anything. It used to have a mechanical sound when unlocking (if it had to unlocked)

I normally lock the car when I go to work. When I unlock to come home with the driver master lock, all locks should be open, right?? Including the hatch?

I can always open from the inside using the handle in the door, but what is holding up the outside? Is it the electronic door lock? Or something is broken loose? Or..... what??

This symptom comes and goes, but is more frequent now. HELP!
(My dog and I don't fit well in the trunk if I need to slide over the seats to release from the inside)
