Diagnosis help - engine performance 700 1989

I did not think of this one. The A/C will be easy to check as its dead anyway. I'll just pull the belt off entirely. The others I will check after ruling that out. I still have a funny gut feeling that this is electrical (ECU input related), but everyone seems to be steering me away from that thus far.
