B20E Surging under acceleration

Here's the background .... 1965 122S Canadian fitted with a 1974 B20E bored .030 and Street Torque cam, new steel timing gear just installed, Crane XR 700 electronic ignition with new NGK plugs , Dual downpipe manifold into a 2" system fitted with 14" Magnaflow muffler and a 10" bubble type resonator. New SACHS Clutch and pressure plate, Just rebuilt M41 with E type overdrive ... 4:10-1 rear end.

The problem is surging while under acceleration ... both part and full throttle at low to medium revs. Seems to smooth out as the revs get higher 3500 rpm and up. Carbs are original HS6s with new needles and jets.I forget the codes but they are the ones I think John McN recommended for this bit of modding .... B20E has a 10.5-1 compression ratio and is running on High Test. Revs stay between 1500 and 2000 rpm after coming off the highway but settles to 900 to 1500 .... HOWEVER if you shut the engine down and restart it the idle drops to 800 or below and tends to load up... ie very rich.

I personally think it is the carbs ... and have been thinking of swapping them out and trying a pair of HIF6s if I can find a set. The problem with buying a set on e-bay or used ... you won't know their real condition until you have them on the car .... unless of course you have a set rebuilt or buy from a rebuilder... but that is assuming that you have LOTS of $$$$

Sooo what do you GURUS think is going on ? Anyone got a quick fix ?
