B230 crank pulley sheared -removal? 200 1991

Got a call from daughter, car stopped dead. spin fuses? She tried that. Dad to rescue, cam not turning. Broken cam belt? Take apart, belt intact, but crank pulley turns.
So, the pulley has sheared? So how do I get this pulley off? How do i hold the pulley and turn the bolt (is it normal thread, ie not reverse of normal)Where do I get a holding tool? Obviously the stuff the rope in cylinder or put in gear (what I did on my B21's) will not work.
Can the pulley/damper be repaired or should I order a new one now?
