I Can't find the Stuff at Lowes 120-130

Well, they don't know what I'm talking about at Lowe's and the Lowes website tells me that the local lowes's doesn't carry it.

I went by home depot and found a couple of similar products, but aside from the name, I'm not sure what I'm looking for. Everything I looked at was about $50.00 a roll. There was a rubberized mat that you can seal up with a torch. There was some conventional tar felt and some similar products. Just what does this stuff look like and how much should I be paying for it??

Btw. Websearches via google have been fruitless for "Ice Guard" I found many companies that use it, but nobody that sells it.
