parking lights come on and panel lights go off 900

The Volvo curse has struck me!!!
When I turn on the park lights or the headlights
the instrument lights go off
The fuel guage goes to zero
The left turn arrow comes on dimly
And the fog light indicator comes on

IF,,, I pull fuse 21 ((LH park (front and rear),license plate light,-and lighting for:ash tray,heater,control panel,switch for heated rear window)), The dimly lit left turn arrow goes out and the fog light indicator goes out. ---- BUT OF COURSE, then I don't have any panel lights.

I have searched FAQ and can't find the answer, but assume that it is a ground fault somewhere in the left park lights.

Where is the ground for these left side park lights??
Is there another source of the trouble??

Oh, BTW, this is a problem that is intermittant, mostly happening at night. When working on it during the day --- it generally works fine.
