Soft pedal - squealing brakes 900 1994

Quick question. Can front squealing brakes be caused by a soft pedal - caused by ??....

1. a bad master cylinder
2. abs module
3. something else

This is on the wifes 94 940t. It has new front rotors, new 'guaranteed not to squeal' pads, and new pads on the rear.

A tech told me that the soft pedal would be caused by low pads on the rear, so I replaced those - same thing. It almost feels like half the braking is working.

Thanks for all help. She has suffered with this for weeks.
