?Rear fog Light - Why Only One? 200

This is sort of a follow-up on a previous posting regarding the rear fog light on a '93 sedan. As I was informed at the time of my original posting, a '93 IS supposed to have only one rear fog light, sorta. This is called out in the owners manual, but the curious thing is that the lamp, lamp holder and wiring is still in place for the right fog light. The right side wiring leads all the way to a mass connector under the dash (how convenient) were it terminates with no further wiring to the fog light switch.

Since I think that Volvo engineers always seem to have a method to their madness, why would they delete the second rear fog light while leaving everything in place for it except two inches of jumper wire at a connector?

PS: What instigated my quest for rear fog light perfection was being stopped by a young, sharp-eyed, local, part-time cop because he thought I had a rear running lamp burned out. I pointed out that it was only a rear fog light which was out, or so I thought. He doubted me until I flipped off the switch, but still, Homeland Security (?) being what it is, he asked to see my papers. This is a fine example of "If all else fails read the manual, stupid!" for if I had known that there was supposed to be only one rear fog light, I would have told him to stop wasting my time and continued on my heinous mission to the convenience store though the darkened mean streets of my suburban neighborhood.
