Instrument Panel fuse blowing 200 1985

Last night, immediately after I turned on my headlights, the light on the instrument panel went out. I checked the fuse (#16) and replaced it. I started the car, turned on the lights, they lit briefly, then the fuse blew again. Tried it again. After three fuse changes, I'm thinking it's something else. I drove home using my cell phone to light the dash so I could see the speedometer. Any ideas? I recently had her in the shop and there was an issue with water getting into a relay under the dash so I'm thinking this could be an issue here.
