87 240 Failing smog - NOX

I have a 1987 240 that has failed smog as a Gross Pollutor. I'm going nuts trying to nail down the problem.
Test 1: NOX 3249, so I get a new cat.
Test 2: NOX 2340, so I get a new O2 sensor and adjust the timing back to 12.
Test 3: NOX 3117.
Any idea what's up with this? I'm going nuts with the costs associated with this smog failure.
