Kjet running rich how to adjust 200 1983

1983 242 Turbo B23ft

The car is running rich at idle amd until the turbo kick in around 2500 rpm.

My Dwell meter read 60 at an idle of 900 rpms.

How do I adjust the level fo fuel for this lower powerband.

I have been told either at the AMM or at the fuel distributer with an allen wrench. But the only allen screws I can find are attaching the fuel distributor to the airbox and then one lone allen screw on the passenger side of the distributor. And I seemingly cannot turn it.

Any help would be appreciated.
Jonathan
