Object on cable inside passenger door - What does it do? Also stop light problem 444-544

The passenger window in our '64 544 would only lower about 2 inches.

I took the door panel off and found that a cylindrical object on the cable was hitting the link that crosses the door, stopping the window from lowering.

This cylinder slides on the cable, but it looks like someone tried to attach it to the cable with solder.

Is this part some kind of stop for the cable?

Also, does anyone have a good solution to a stop light problem, it appears to be a bad switch and I have read that the switch is a problem. Comments?
