940 turbo test drive 900

Took a "94" 940 turo out for a test drive yesterday. 101,000 mi's. I don't think the turbo was even working in the thing. My question is, shouldn't i feel a definate "kick in" of power as the turbo kicks in (as happens in my 760) or are the 940's somehow smoother accelerating without the "kick in" of power. The needle goes up into the the turbo zone on the gauge by it just evenly accelerates. To many other things wrong with the car to consider purchasing.
