B230F No intake valve stem seals!?! This is really strange. 200 1988

I'm in the process of taking apart my B230F's head to replace the valve springs, and I noticed that the tops of the intake valve guides have no oil seals on them. Is this correct? The car has never burned excessive oil (less than 1/2 qt in 3000 miles) and seemss to have run just fine for 190k miles without them, but should it have seals there? Valve seals are sold in sets of 8, so I assume yes.

I haven't looked at the exhaust guides yet.
