I believe that the shift lock solenoid "bypasses" the locking mechanism - ie. the mechanism locks by default, and engaging the solenoid disables this. I don't know if the 200 is the same, but my 93 940 has a microswitch in the shifter mechanism that only allows the "bypass" solenoid to operate when the shifter is in the Park position. If the microswitch fails, the bypass solenoid never gets actuated. The FAQ has some good coverage on this.
In my case, I indeed found that the problem was in the microswitch, as the FAQ suggested. Instead of replacing the switch however, I simple sprayed some CIAG Laboratories "Deoxit" in it (used to be called Cramolin), and it's worked fine since. Deoxit by the way, is the premium contact cleaner/enhancer (it's to contact cleaners what PB Blaster is to penetrating oils). I used to use Deoxit in professional audio applications to clean switches in microphone pre-amps, etc., where small switch contact transients would get amplified 80 db and push your woofer cone out of the basket!
