voltage problem 200 1989

240 89 300K kilos excellent condition auto b230f
VDO voltmeter on dash
voltage regulator new (bosch) 1 year ago with new brushes

the voltage typically shows around 15 but as you know that guage is really innacurate
driving to work this morning with a/c on and fan and radio it dumped to 12 ish. Looked like it wasn;t charging. After 5 minutes it recovered back to 15 ish, ok.
Before getting home today it dropped suddenly from 15 ish to 13.5 ish. It now stays there. With car off the battery reads 12.5. With engine running it reads 13.72.

I suspect the voltage is not high enough, not sure. It is though showing some type of charging.

Any clue where the problem can be? Can the pwr stage fail intermittently? Can the regulator fail intermittently?
I assume this has nothing to do with the ECU 561 right?
