Maybe, maybe not. 700

Do you have an ABS malfunction light lit on the dashboard? Maybe the light is burnt out from being on all the time? Replace the light.

I'd try to get an ABS diagnostic code readout first before I went nuts replacing parts. The sensor wheel is generally pretty rusty but works as long as it isn't full of iron dust/brake dust.

Try cleaning the sensor wheel first gently with a brush, make sure to get all the crud off the sensor itself.

It could very well be that the reason the PO sold the car was because of the nonfunctional ABS.
