Water Heater Valve checking Any past experiences? 700 1991

Howdy,
A/C air is only slightly cold, so the trouble shooting begins...

How much vacuum should be measured at the heater control valve on the A/C (closed) setting. I get only 5 inch Hg, which is far from the 20 inch Hg of the normal intake manifold vacuum. Anyone know what it should read in order to fully close the valve.

I suppose I could unclamp the close leading to the heater core while the temp is selected to full cold and see if any coolant is getting through, but I thought I'd try the quick and neat approach first.
