Still scratching my head on why '89 240 limps to life vs roarin to run 200 1989

Can't figure out why it is when I start the car it fires up like it's not got any energy. In other words..the other 240s sort of rev up and then back down...this one simply cranks and runs at very low idle.

I've tested the IAC valve using the diagnostic procedure described in Bentley and heard nice loud clicks as the valve cycled. Not a clue where to go from here.
