The rear foglamps on that should have a bulb on the driver's side only but you say you have a bulb on the passengers and not the drivers. Sounds like you are just missing a bulb. What does the bulb and socket assembly look like on the drivers side? Is it the little one on the end of two wires that just pushes into the very outer corner of the assembly?
