740 wipers/washer non-op. 1986

The wipers and washer on my 740T are not working right. The washer pump does not operate at all from the stalk, but works like a champ when hooked up directly to 12V.
All fuses are good.
The wipers operate only on high speed, and not at all on slow or intermittant. If the wiper is shut off when on high speed, it stops anywhere on the windscreen, and does not return to the rest position.
I have checked the FAQ for clues and find only a description of the 'failure to return to rest' symptom.
Does this problem sound as though it may be have a number of different causes, or do all these symptoms have a common cause?
Would a malfunctioning relay cause these problems? Where is the wiper/washer relay?
