92 940 turbo climate control switch 900 1992

The A/C stoped working. then out of the blue it starts working agian for about two or three weeks, then it stops. At that point i checked the blower motor it works fine. I then moved on to the resister pack. It was giving falty readings so i replaced it. Now i have the console pulled apart to the climate control switch. i unpluged the black power line checked the volts to find around 10 volts on my meeter. So i check the power at the fuse panel all fuses are good now number 16 that carrys this line is good coming in and going out 12 volts. So can somone help to unconfused me.
