Testing vacuum advance--how? 200 1988

I susupect that the vacuum advnace is now working properly (based on acceleration).

The tube running from the intake manifold under the engine down to the ignition module is OK (no leaks). At idle I have 8 in Hg vacuum. This goes down to 0 when you push the gas peddle down (which is as it should be). Pushing the gas peddle down results in slow increase in car speed (smooth but slow in comparison to my '90 240). The car is just fine at maintaining speed and getting up to speed isn't that much of a problem, there is not the kind of responsiveness that I get with my '90 240.

How do I test to see if the vacuum advance is working? It it is not a vacuum problem what else should I be checking into?
