86 240 DL Headlight Problem 200 1986

I have a very weird problem with the bright lights on my 86 240 DL.
The bright headlights stay on no matter what (except disconnecting the battery).
Even after turnuing off the ignition and headlight switches the brights stay on. the only solution I've found is to disconnect the battery. The dimmer swicth doesn't dim them, in fact I took it out to see that would turn them off. Didn't work. As long as the battery is connected the brights are on. Anyone have a solution to this problem?
