I can't imagine that tires 195 mm wide at the tread surface would even hold air, without inner tubes. They would be more than three inches wider at the tread than they are at the wheel. The short 65 series side walls would be bent inward at such a sharp angle that they probably would not seal on the rim, and if they did, they would be prone to tearing loose around corners. That sounds like a recipe for disaster to me, and besides, it would have to look silly, kind of like the giant shoes clowns wear:
