The HS8 as installed on Rover uses the small .090 orifice jet, which limits the choice of needles, and the jet assembly is very specific that carb and is expensive. Rover underjetted them to produce a carb for the 2 litre engine, so they are not a good performance choice. They do have an improved float valve system, but that doesn't make it worth it. The Jag and Rover HD use the .120 jet orifice, with a wide selection of needles, and the standard jet assembly. The Jag HD has a bypass idle system which is easy to adjust and holds a tune very well.
