Poor Fuel Economy + 2-3-1 and 2-3-2 codes 700

'90 8v 740 was having idle issues, was running rough, and getting very poor mileage (160 miles/tank). Checked AMM (fine), cleaned out throttle body, cleaned out PCV cup, flame trap, and associated connecting vaccuum lines. Sparks and plugs seems fine. 2nd batch of gas, and car runs the same

After doing the above, the car idles ok, runs fine, but it sounds like the engine is running a little rough, and the fuel consumption is still very poor.

Got these codes:

231: Fuel trim (lambda control) too lean or too rich at part load
232: Fuel trim (lambda control) too lean or too rich at idle

I'm going to assume I'm running rich considering my fuel economy.

O2 sensor? With the car running and nothing disconnected, I measured a constant (unchanging) .7V or so at the o2 sensor. Perhaps this is the problem or it could be the Fuel Pressure Regulator. Ultimately I have no idea what the issue could be. The FAQ mentions the o2 sensor should be fluctuating, but I saw no movement. Any ideas?
