B21F engine starts, idles OK but no power 200 1980

My daughter has a 1980 245 that she rescued from a salvage a number of years
ago. It has had some mystifying problems, some of which I never did diagnose
but went away while I was working on related items. Lately, especially when
cold but sometimes after it warms up, it will start up OK and seems to run
OK until you try to drive it and then it won't go over about 10mph,
sometimes not even that fast. Once in a while it will break loose and run
great. In the past it has had problems with obscure vacuum leaks, the worst
down under the intake manifold, but I am pretty sure all those are now corrected.
I have not had time to work on it but will have pretty soon. Meanwhile with
the problems with the 122 celery wagon (suspect a rod about to throw) we are
facing a transportation shortage.
I have theorized that the plate that lifts with airflow in the fuel distributor
might be stuck. Does that sound like something that might give the symptoms
we see? Any other ideas? Fuel pressure and other matters seem to be OK.
