89 turbo, super slow until boost kicks in 700

I recently purchased a 89 760 turbo wagon. Great condition, good car, except one thing:
From idle till about 2200 rpm, it barely gets out of it's own way. Very hard to get it moving...it doesn't stumble or die, just very slow acceleration. I've driven a non turbo wagon and a turbo one, both stock, and they were much quicker off idle, hence I'm concerned about mine. Possible causes for this?
Also, related or not, my boost gauge indicates it's not reaching full boost. Hoses have been checked, intercooler as well. Doesn't seem related to the other problem, as one is off boost and one on. Ideas besides loosing air through a leaking hose (I've been assured by a Volvo mechanic that the hoses look to be good)?
