Rewiring headlights 700 1989

I have been having a gremlin running around my headlights lately. I have replaced each headlight, cleaned all the ground spades on inside fenders and cleaned the contact points bet. bulb and female connetor, relay is only 1.5 yrs. old. I still: 1. cannot get high beams to work; 2. wipers now come on when I use lights or left turn signal.
Can I rewire the headlights? I think it may help if I replace original wiring. I currently have the wires going from headlight to wrapped bundles that run up each fender to firewall. Will this be a PITA. Does anyone have any other ideas? Thanks for any light(no pun intended) you can shed on this annoyance.
