Steering Problem 700 1991

The steering on my '91 745 is ultra sensitive at highway speeds. Only the slightest pressure on the steering wheel causes left or right movement and then I must correct this movement and it is very easy to overcorrect due to the extreme sensitivity. Also, I notice when I turn the wheel to the left when stopped or at slow speed, I get a pulse of "pushback" on the wheel, followed by practically no resistance so it is a constant effort to maintain the correct turning radius. My guess is a bad steering rack but I would appreciate responses before I dive into replacing it.
