A/C heater vacuum line prob 900

on my 94 940, I have a thin black plastic vacuum line that comes from the passenger compartment through the firewall along with some wires and a larger vacuum line. It runs up the firewall about 8 inches and stops...it's not hooked to anything. The larger line goes into a vacuum check valve and eventually to the intake manifold...

1) what is its function?

2) Obviously something has been removed from my car... it was supposed to hook in somewhere, but the connection is no where to be seen. What's missing?
