740 Wipers won't park, no intermittant.

I have been trying to get the wipers working properly on my 86 740T.
I replaced the stalk and teh wiper relay, which gave me variable speeds that I did not have before, but I still can't get the wipers to park properly when I shut them off. They stay where ever they are when the switch is turned off, and I have to manually jog the switch to get them parked.
Also, the intermittant mode does not work. When I switch to intermittant, there is a 2 second lag, then they start wiping at a regular speed, with no delay between wipes.
Do these problems have a common cause? I checked the FAQ and there is some information about a second circuit that carries current to the wiper motor after they are shut down in order to carry out 'park', but I do not understand it. Do I need to replace a motor, or is this a wiring glitch somewhere?
Thanks
JD
