park position for wiper motor and very obscure question re tailgate lock mechanism 120-130

Query 1: Does the switch park the wipers or does the wiper motor do it?

QUery 2: before I take my barrel to the locksmith I would like to know if there should be some kind of mechanism on the end of the barrel to engage the locking pin ( 68 220 tailgate)? I looked at my parts manual and the diagram lacks detail. But from what I can see on my barrel I can't figure out how it engages the locking pin ( the pin which stops the handle from moving in relation to the cylinder in which the handle turns) I think mine is toast and as I don't have a key for the barrel, maybe someone has an old barrel they could send me (with or without key) BTW never underestimate the power of heat!! the tiny set screw in this mechanism was dirt and rusr enccrusted after 37 years of sitting around, tiny flat heads like that are a beast, a little propane and voila!
