Bulb failure sensor with a new twist 200 1989

I've been through some Bulb Failure cases. I've opened them and fixed them but here's something a bit different from what I've ever read here.

With the Headlights ON, now idiot light indication.

Step on the brake, now idiot light indication BUT
let off the brake and the Bulb out light comes on for a second then slowly (another second) fades until the light goes out.
any thoughts?

no burnt out bulbs and all the lights are functioning.
