1989 780 timing belt

I think I might need some help. I am trying to get the timing belt in the right position before I take off the belt and crank damper. I was the one that changed it originally but I am confused a bit by the marks on the belt. I see two sets of marks..one over a lobe on the belt and the other two frame a lobe on the belt..which one is the correct mark for the camshaft mark. Some told me I might have to rotate the crank 16 full turns to get the postion correct...any suggestions....thanks...Jeffrey...
