Stalling 240 wagon

Hello,

I have been battling a stalling problem in my 1987 240 wagon with Automatic Transmission for the last 2 weeks. It starts fine and runs OK at highway speeds. It stalls during stop and go traffic, especially on hills. It will normally restart right away. So far I have replaced the fuel filter, fuel pump relay, main fuel pump, and tank fuel fuel pump - and it is still stalling.

The main pump has been making a surging noise (old and new one) which led me to the replace the items I listed. I am now wondering if it could be an electrical problem, or possibly the fuel pressure regulator. I checked voltage at the tank pump and I only had 9 volts. Could problems with the 25 amp fuse under the hood cause the main pump to make noise and stall the car? If so can the fuse be repaired or is it best to replace?

What about the FPR? How can I test it to see if it is functioning?

Any help is appreaciated. I am getting real tired of laying under the car every night trying to figure this out.
