HELP!-240DL wagon , wont turn 200

I have a volvo 240dl wagon , its standard a 1990.

one day it just wont start, I turn the key and nothing .
the lights work , horn works as well.

it can be started by pushing the car and poping th clutch .

I took the sarter out and had it tested , it works fine.

Im not getting the 12v to the starter silinoid.

I have replaced the ignition switch .

I am stumped , what else is there to look at ?

any suggestions?
