240 Climate Control fan failure 200 1989

I have a 1989 240DL sedan. Recently the climate control fan has been behaving strangely. Initially it would suddenly slow down, say from high speed to very low. I tried changing the fan speed setting, thinking the switch was faulty, and this didn't solve the problem. If I turned the fan off for a while and then back on it would operate at high speed -- suggesting(?) that the problem was heat related. This problem happened occasionally for a couple of months, but late last week it became a permanent condition. The fan now only runs very slowly, and there's a bit of an electrical burn smell. I spoke to my repair shop and they said it would cost $1K to replace the Climate Unit. I've read on your site that this might be a "resistor pack" so I've been looking thru the Volvo Service Manual for my 1992 240 (assuming the units are similiar). If the Wiring Manual is to be believed the resister pack is within the Combined Unit itself. Is this true? How difficult is it to remove the Combined Unit (I do some service tasks, but am hesitant to take on a task that will require more than a couple of hours.) Or, are there other explanations?
